What are the rights for people with disabilities in Italy?

A hypertext guide, containing links to laws, decrees and measures related to disability, collects the national legislation on the recognition of invalidity, tax benefits, exemption from charges, elimination of architectural barriers , rights to health, education and employment for people of disabilities and allows to simulate the calculation of the ISEE, the equivalent economic situation indicator. This handbook, which has been published by the ISS Italian Centre on rare diseases, the association Prader-Willi Calabria and the non-profit organization “Crescere” of Bologna, has failed only in the updating with the new norms introduced by the Decree-Law No 78, containing urgent measures for the support of financial stabilization and economic competitiveness, which, starting from June 1  2010, has increased from 74% to 85% the percentage of civil invalidity which is necessary in order to receive the care allowance
