Adapting homes to the needs of people with limited mobility, improving the long-term care system and the home care. These are just some of the proposals put forward by the French Inter-ministries Committee for non self-sufficient people. According to the report the number of elderly with low autonomy is likely to increase dramatically in the next 15 years and to double by 2030. That’s why, says the document, in the short term it is necessary to change the Allocation Personalisée d’Autonomie (APA) expanding its funds and those of the direct subsidy for housing. This means that it’s necessary to find by 2040 €10 billion more than the current 24 reserved for the sector. A goal that can be achieved, for example, by introducing a 1% fee on inheritance tax assets or increasing the GSC retirees, a tax introduced in 1990 to finance Social Security.
