Children and youth represented in 2008 and 2009 43% from the total of the poor population in the country. This was the result of a research study conducted in 2009 by UNICEF, the World Bank and the Romanian Ministry for Labour, Family and Social Protection. An analysis of the social services revealed that these are not able to protect children efficiently, especially during a time of economic crisis.
