Against unpredictable catastrophes there are two alternatives: to focus on disaster prevention or feeling sorry for himself. Merkel’s government has chosen the first option. Witness the recent program “Forschung für die Sicherheit zivile”, literally research for the civil security. The objective is to ensure people safety, especially those in urban areas, and maintain high quality standards of the so-called sensitive infrastructure: electricity grids, hospitals, airports, etc.. By resorting to the most modern technological tools such as more traditional ones, for example courses dedicated to the personnel involved in crisis situations. The plan, which provides an investment of € 55 million over the next 5 years, is the continuation of a series of ad hoc projects approved in 2007.
